    What is crucial now

    With the special fund for infrastructure, EUR 500 billion will be available to the public sector in the years to come in order to make up for urgently needed infrastructure projects.

    The details of the mechanisms for the translation of public investments into concrete infrastructure projects have not yet been fully clarified. The areas in which additional investments will be made in the coming years, however, are clearly defined. 

    According to the consultation paper of the designated governing parties, these are:

    • Civil defence and citizens' protection
    • Transport infrastructure
    • Hospital investments
    • Investments in the energy infrastructure
    • Education, care and science infrastructure in research and development and digitisation

    Money alone doesn't bring happiness

    Even if the provision of budgetary resources for investment projects in these areas may be considered secured, there still are numerous economic and legal challenges for the actors involved.

    Almost typical risks arise in the implementation of infrastructure projects for both the public sector and private actors (whether as a funding recipient, as a contractor or as a cooperation partner within the scope of a public private partnership).

    Those risks should be identified and managed at an early stage. They include general challenges, for instance from funding, procurement or building law, but also sector-specific issues, for instance in the health or energy sectors.
