On 17 June 2026 the Federation Council approved amendments to the Code of the Russian Federation on Administrative Offences (the Code on Administrative Offences) which establish fines for non-compliance with the requirements of Russian IT legislation on user authentication, as well as fines for violations of the procedure for providing users with personalised recommendations. The Law enters into force 10 days after its signing by the President of the Russian Federation and official publication.
