For the Third Time BEITEN BURKHARDT Achieves High Anti-Dumping Duties for the European Ring Binder Mechanism Industry

Brussels, 30 May 2016 - The international law firm BEITEN BURKHARDT has achieved for the European ring binder mechanism industry that the existing anti-dumping customs duties on imports of ring binder mechanisms, originating in the People's Republic of China and shipped from Vietnam and the Lao People's Democratic Republic, shall be extended by a further five years. The ring binder mechanisms concerned are used to make paper, cardboard or plastic-coated office files and other bound folders, used for instance for presentation purposes.

With the Implementing Regulation (EC) 2016/703 of 11 May 2016, the European Commission has maintained for the third time now, following an expiry review, the existing anti-dumping duties on imports of ring binder mechanisms originating in the People's Republic of China since such anti-dumping duties were first introduced in 1997.

The prolongation of the customs duties in force was applied for by Ring Alliance Ringbuchtechnik GmbH who accounts for more than 25 percent of the European Union's total production of ring binder mechanisms. In this respect the company was for the third time successfully represented by Dr. Rainer Bierwagen, BEITEN BURKHARDT's expert for anti-dumping and anti-subsidy proceedings.

In its Implementation Regulation the Commission confirms the position of Ring Alliance Ringbuchtechnik GmbH, according to which an expiry of the anti-dumping measures would easily lead to a recurrence of dumping and injuries of the Union's industry. The Commission has therefore set a definitive duty rate between 51.2 % and 78.8 % on the imports of ring binder mechanisms, originating in the People's Republic of China and shipped from Vietnam and the Lao People's Democratic Republic.
